FinCEN wallet and mixer rule withdrawals

FinCEN filed notices on October 5, 2026 withdrawing its proposed unhosted-wallet reporting and international crypto-mixing rules. The withdrawals concern proposed requirements and do not repeal existing anti-money-laundering obligations.
