States should refrain from assigning responsibility for the Oman tanker strike before the evidence is established

A tanker's master reported that an unidentified projectile struck the vessel about four nautical miles east of Oman early on 3 October. UK maritime authorities reported that the crew was safe and no environmental impact had been identified. The attacker and weapon have not been established.
