France is justified in lobbying to lift sanctions on Usmanov to free its citizens

France and Slovakia sought the removal of Russian-Uzbek billionaire Alisher Usmanov from the EU sanctions list, delaying the renewal of the wider Russia-related sanctions package. European diplomats told Reuters that France acted after pressure from Azerbaijan, which was holding two French nationals, but neither a formal exchange nor an agreement to release them was confirmed.
