Canada should pursue an association with the European Union short of full membership

Canada and the European Union launched a framework for closer cooperation on trade, digital technology, critical minerals, energy, security and industrial policy. Both sides aim to define an "ever-closer association" by their 2027 summit, while specifying that the arrangement will remain short of full Canadian membership.
