Ukraine should apologize to South Korea for disclosing the North Korean POW transfer
South Korea–Ukraine dispute over North Korean prisoner transfers
Ukraine's foreign minister said Kyiv was working to resolve the disagreement over its public disclosure of two North Korean prisoners' transfer to South Korea. On 2 October, President Lee Jae Myung threatened further measures unless Ukraine acknowledged what Seoul says was a confidentiality agreement and apologised, and Seoul has since announced a further reduction in its Kyiv embassy staffing. Essential diplomatic personnel remained, so this is reduced staffing rather than a complete embassy closure. Kyiv disputes that such an agreement existed, and the two governments give conflicting accounts of whether confidentiality had been agreed.

Transfer of North Korean prisoners of war to South Korea
Ukraine transferred two North Korean soldiers captured in Russia's Kursk region to South Korea. The soldiers had reportedly expressed an intention to defect, while human-rights organisations warned that returning them to North Korea would expose them to punishment. Seoul criticised the public disclosure because of the security and diplomatic risks. South Korean President Lee Jae Myung effectively confirmed the transfer by criticising Ukraine for making it public, although South Korean ministries withheld operational details.
