Malaysia’s royal pardon process lacks sufficient transparency and procedural oversight

Najib Razak’s house arrest and the 1MDB scandal

Malaysia's Pardons Board, chaired by King Sultan Ibrahim, granted former prime minister Najib Razak conditional clemency allowing him to serve the remainder of his SRC International corruption sentence under house arrest until 23 August 2028. The arrangement requires Najib to pay a 50 million ringgit fine and comply with additional conditions. Najib remains influential within the United Malays National Organisation, a member of Prime Minister Anwar Ibrahim's governing coalition. The decision has intensified debate over equal treatment under the law, the transparency of Malaysia's royal pardon process and whether political considerations are weakening accountability for the 1MDB scandal. The house-arrest decision applies to Najib's sentence arising from the SRC International case, which was connected to 1MDB. It does not overturn his convictions or resolve his separate 15-year sentence, which remains under appeal.
